CEP Report

CULTURAL EXCHANGE PROGRAMME (CEP)

The Council is one of the implementing agencies of the Cultural Exchange Agreements, signed by the Government of India, with other countries. Through its Cultural Exchange Programme with different countries the Council maintains international links and strives for widening the horizons of historical research in India.

The ICHR sponsors Indian historians to visit foreign countries and also receives foreign scholars under the Programme. The purpose of such visits is to enable historians to collect research material, deliver lectures, participate in seminars, consult libraries and interact with scholars.

Presently, the Council has exchange programmeswith Germany, Japan, UK, and others

INDO-GERMAN

CEP with German Research Foundation (DFG), Germany

  • The joint Indo-German workshop on historiography held at New Delhi during the 16-18th of November 2012

  • The ICHR-DFG Joint Steering Committee for Indo-German Cooperation in the field of historiography was constituted with representatives from both Germany and India to coordinate activities and it was decided that the committee will meet once a year. So far, two meetings have taken place - first on 18 April 2013 at ICHR, Delhi and second on 8 May 2014 at Gottingen, Germany.

  • ICHR-DFG Lecture Series:


  • Under this series so far, six distinguished Germanscholar visited India and delivered a series of lectures in Delhi, Bangalore and Guwahati and participated at the 74th Session of the Indian History Congress held on 28-30 December 2013.

  • In 2014, the Inaugural Lectures by Indian historians were organized at various German Universities. So far, 6Indian scholars visited India and delivered a series of lectures.

  • Workshop on Ellora

    The joint Indo-German workshop on "Water & Sacred Spaces: A Case-Study of the Ellora-Khuldabad-Daulatabad Historic Region" was held from the 18th to the 23rd February 2013. This event represented a collaborative project sponsored by the ICHR and DFG and organized by the South Asia Institute, University of Heidelberg.

  • German Historians Conference at Hamburg 2017

    The ICHR was invited by the German Federation of Historians (GFH) to be the Partner Country at their bi-annual German Historians Conference to be held in Hamburg from 20-23 September 2016.

    GFH hosted a panel of two hours on the topic "How do we write a transnational History in India and Germany?" and the Chairman ICHR was the Chief Guest and delivered the welcome address. Prof.Narayan Rao and Prof.IshwarSharanVishwakarma also participated in the German History Congress as panel members from ICHR.

INDO-JAPAN

  • A Memorandum of Undertaking has been signed between JSPS (Japan Society for the Promotion of Science) and ICHR (Indian Council of Historical Research) on 22-August-2014

  • Joint Research Project in 2015

    The ICHR under its academic collaboration with the JSPS launched a Call for Joint Research Project on 5 June 2015. Under this scheme, the Council has received 2 complete applications and a grant of amount Rs 10 Lakhs (Rs. 5 Lakh from ICHR and 5 Lakh from JSPS) was approved to DrRanjana Mukhopadhyaya of Delhi University and Dr. Masahiko Togawa of Hiroshima University on the topic 'Japanese Pilgrimages to Bodhgaya: Buddhist Revival Movements in India and Exchanges between Indian and Japan'.

  • ICHR - JSPS International symposium on 'Economic History' on 5-6 January 2016

    The ICHR in collaboration with the Japan Society for the Promotion of Science (JSPS) organised an international symposium on 'Economic History on 5-6 January 2016 at the Indian International Centre (Annexe) New Delhi.

    The event graced by the presence of Mr. Hiroshi Kamiyo, Deputy Director-General, Science and Technology Policy Bureau, Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japan and Mr. TakaakiIwasa, Executive Director of JSPS, Japan, as Guest of Honour. The event was attended by 8 Japan scholars.

INDO-UK (AHRC)

  • A Memorandum of Undertaking was signed between the AHRC (Arts and Humanities Research Council) and ICHR (Indian Council of Historical Research) on 14-October-2014.

  • ICHR- AHRC Workshop on 'Cultural Heritage and Rapid Urbanisation in India' was held from 2nd-4th March 2015 in Delhi.

  • ICHR and AHRC (UK) Joint Research Networking Project on 'Cultural Heritage and Rapid Urbanisation in India'

As a follow-up activity to the ICHR - AHRC workshop on 2nd-4th March 2015 in Delhi, The name of the ICHR-AHRC announced a Call for Joint Research Networking Project for the year 2015-16 on the theme: 'Cultural Heritage and Rapid Urbanisation' in 2015 and awarded grant between ₤30,000-₤45,000 per project to UK applicants and Rs. Three Lakhs to Indian applicants for each projectto thefollowing scholars on their project theme:

Two-day International Workshop on
'Cultural Heritage and Rapid Urbanisation in India'
Venue: Constitution Club of India, New Delhi

ICHR in partnership with the AHRC organised a workshop on 'Cultural Heritage and Rapid Urbanisation in India', the event brought together academic experts from both countries to explore how historical experiences of urbanisation can inform contemporary issues and challenges and examine the role that heritage can play in sustainable economic growth and social cohesion. The scale and speed of urbanisation in India has placed pressure on its rich and diverse cultural heritage as well as presenting opportunities for integrating the preservation of heritage into sustainable urban development. The workshop was also an opportunity to develop existing and new cultural exchanges between the UK and India as the 'UK-India Year of Culture' takes place in 2017.
The event convened 50 experts from the UK and India and draw on a range of disciplinary perspectives including urban history, heritage, languages, the digital humanities and archaeology. It was built on a joint AHRC-ICHR workshop and networking call held in 2015, which gave researchers from the UK and India the opportunity to build partnerships and networks addressing challenges related to urbanisation and preservation of cultural heritage in India.

INDO-RUSSIA

  • A Memorandum of Understanding was signed between Russian Historical Association (RHA) and ICHR on 27 February 2015

  • A Seminar on 'Peasants in Russian, Central Asian and Indian History' was organized by ICHR in New Delhi from 7-9 September 2008. The seminar was attended by five Russian scholars and around 50 Indian scholars

  • A Joint Seminar on 'The Legacy of Russian Economist and Reformer Pyotr Stolypin' on the occasion of his 150th birth anniversary on 15 June 2012 at New Delhi.

INDO-CHINA

  • Prof. Tao Xiaohong, History Department, Central China Normal University, visited India for collection of source materialfor her research work entitled, "Women in Colonial India", 1- 28 February 2011.Prof. Tao Xiaohong visited the different Libraries, repositories like; Nehru Memorial Museum & Library, New Delhi, National Library, Kolkata and University of Mumbai, Mumbai.

  • ICHR signed the MoU with the Shanghai Library for forging bilateral links under their "Window of Shanghai" programme4th November 2016. A delegation from Shanghai Library lead by Mr. Ye Ruqiang, Chairman of Shanghai Library Governing Board visit ICHR forthe occasion.

  • The MoU encompasses activities such as book donation, development of exchange and cooperation projects on library management, digital library, exchange of library resources, staff exchange and cooperation projects.

EU-India Platform for the Social Sciences and Humanities (EqUIP)

ICHR is an Associate Partner

EU-India Platform: In order to encourage closer cooperation between India and Europe in the Social Sciences and Humanities (SSH) disciplines at a global level the EU-India Platform for the Social Sciences and Humanities (EqUIP) brings together research funding and support organisations in Europe and India in order to develop a stronger strategic partnership.

The geographical focus of this Platform requires the identification of SSH networks in India. The ICSSR act as nodal link between EU and ICSSR's regional institutions associated with the ICSSR, other research councils (particularly Humanities research councils such as the Indian Council for Historical Research and the Indian Council for Philosophical Research) and universities.

Steering Committee Meeting

  • 21 October 2015, Delhi: The Steering Committee Meeting of EqUIP held on 21 October 2015 in New Delhi to discuss future activities of the programme was attended by Prof. SudarshanRao, Chairman, Mr S.K. Aruni, Member Secretary (Officiating) and Ms Noopur Singh, Consultant.

Staff Exchange Scheme (SES)

EqUIP organises SES to help to build professional networks and good relationships between partners. The SES primarily targeted at officers working closely with research funding activities and evaluation process.

ICHR organised two EqUIP Staff Exchange Schemeto give partners the opportunity to share knowledge and experiences that to further understanding and build trust, and to get to know each other’s funding opportunities, peer review systems and programmes of international collaboration. The ICHR discussed its research funding and evaluation process with participants from EU countries

  • 17 October 2016: 7 representatives from the European Funding Councils- SiruOksa (AKA) , Finland, Sigrid Classen Gabriela Nava (DFG), Germany, Teresa de Oliveira ( ZSI), Austria, and Gabriela Nava ( ESRC), U.K, VaibhavAgarwal (DFG India Office), Hariharan Krishnan (DFG India Office), and ReenaMarwah, Senior Academic Consultant &Coordinator, EqUIP Program (from ICSSR).

    Three representatives from the European Funding Councilsalso gave presentations on funding opportunities and funding mechanism followed by their respective organisations.

INDO-TURKEY

  • A Seminar on 'Indo- Turkish Relations through History' was held in New Delhi from 9th to 13th February 2005. It was attended by 10 scholars from Turkey and 50 scholars from India.

  • A delegation of three scholars namely Professor Shamir Hasan, AMU, Aligarh, Professor Ashwani Kr. Mahapatra, JNU, New Delhi, and Dr. MujibAlam, JamiaMilliaIslamia, New Delhi was sent by ICHR to attend the seminar in Turkey on 'The Turkish presence in India' held in June 2007.

  • A Joint Seminar on 'Encounter between two Civilizations: India and Turkey in Historical Perspective' on 15 - 17 February 2012 at New Delhi.

International Commission of Historical Sciences (ICHS)

  • The ICHR isaninstitutional member of ICHS. Its last session was attended by Dr. Ishrat Alam, Member Secretary, as a representative of ICHR held in August 2010 at Amsterdam.

INDO-FRENCH

  • Joint Seminar on 'Rock Art India and France', organized by ICHR, Bhopal, 26-28 November, 2006. It was attended by five French scholars and 30 Indian scholars.
  • French scholar Dr. Rachel Loiseau visited India, 2 - 5 May 2008 for collection of source material. The scholar was provided the complete hospitality.
  • Indian scholars sponsored by ICHR to undertake short term study programmes between 2006 - 11 and were deputed to France:

  • Prof. Francoise Dasques visited India for collection of source material on 'French models in Colonial India architecture' in November 2011.

  • ICHR was invited to nominate and send historians to attend the 21st Conference of the European Association for South Asian Archaeology and Art at Paris. However,no Indian Scholar was sent as the cost associated was very high. ICHR was bear both International Travel, board and lodging at France.

  • The Advisory Committee meetings used to take place every year as per report in the CEP unit, alternatively in both the countries to be attended by the Chairman/nominee of the ICHR or MSH, Paris as the case may be. The last meeting reported in the file of such Committee was held in November 24 2010 at New Delhi. It was attended by the representative of MSH, Paris, Chairman, UGC and the representative of the ICPR, ICSSR and ICHR. The meeting decided to hold the next leg of Indo-French Joint Seminar under the supervision of ICHR in next six months. For the purpose of selecting the scholars for sponsoring under short term study programme for the year 2010 in France. The call was announced on the ICHR website.

  • In 2014, a representative from the Fondation Maison des Sciences de l’Homme (FMSH), Professor Max-Jean ZINS, Director of India and South Asia Programme CERI CNRS-Sciences Po visited ICHR to revive its Cultural Exchange Programme with ICHR andto discuss possible themes for joint projects on New directions/ dimensions in historical research with the Foundation Maison des Sciences de l’Homme (FMSH) under the aegis of Memorandum of Understanding between the MHRD and FMSH with the idea to bring together historians from France and India working on common theme via holding of seminars, workshops and jointly authored publications.

INDO-TURKMENISTAN

  • Mr. Onjuk Musayev, Head of the delegation of Political Council of Democratic Party of Turkmenistan, had come to India and visited ICHR in June 2007. An academic interaction took place on the various aspects of History of Turkmenistan and India in which the academic staff of ICHR participated. The Hon’ble guest was accompanied with the officials of Embassy of Turkmenistan in India and the officials of ICCR.

INDO-FINNISH

  • A delegation was sent by ICHR to attend the 14th International Economic History Congress (IEHC) held in Helsinki from 21st to 25th August 2006 and the ICHR has become its institutional member.

INDO-IRAN

  • A Seminar was sponsored by ICHR on 'Common Heritage: Indian and Iran' from 27 to 28 December 2006 hosted by the Dept of Ancient History and Culture, MJP Rohilkhand University, Bareilly, U.P. The seminar was academically supported by the Iranian Academy of Art, Tehran, Iran. A delegation of 8 Iranian scholars interacted with the Indian scholars on the above theme.

  • A Seminar was subsidized by ICHR on ‘Indo-Arab-Iran Relations’ from 2 to 4th February 2009 for promotion of cooperation in Languages, Literature & Culture in the Region, organized by the Dept of Persian, Gauhati University, Guwahati, Assam. It was attended by 28 foreign scholars and several scholars from various departments of Indian universities.

With SAARC Countries

  1. Indo-Pak Cultural Exchange Programme
    A Seven members delegation from Pakistan headed by renowned historian, Dr. Mubarak Ali was received by ICHR to interact with the Indian scholars on the theme entitled, 'Trends in the Writings of History in India and Pakistan and future prospects' on 3rd February 2006 in the Committee. The visit was sponsored by Indian Council of Cultural Relation, Government of India, India.

  2. Indo-Bangladesh Cultural Exchange Programme
